Registration is only required to move Energy Attributes from registries to the blockchain or vis-versa. Users can own, swap, buy, sell, retire, etc. Energy Attribute Tokens without registering.

To use the Jasmine bridge, we need to confirm that a single entity controls both a specific crypto wallet and a specific registry account.
